MINIMUM POSITION RESPONSIBILITIES:

  • Functional knowledge and experience in broadcast production and network operational workflows. Knowledge of how other departmental activities integrate with, rely on and or support master control operations.
  • Operational knowledge of broadcast production equipment and technologies related to master control operations and network channel origination including but not limited to: production switchers and routers, VTRs, server based ingest/recording/playback devices and related software applications, channel automation software, network branding devices and associated keyer control systems, intercoms, etc…
  • A solid understanding of broadcast production techniques related to audio, video signal and related meta-data measurement, manipulation, playout and monitoring.
  • Responsibility for manipulation of daily channel logs, adherence to programming protocols and reporting of playout and shift activities, errors and discrepancies.
  • Experience in problem solving and troubleshooting techniques related to channel playout systems and procedures in order to rapidly and efficiently predict, avoid and correct problems.
  • Effective communication skills with all departments, staff and clients in order to communicate potential, real and or related issues, concerns or problems with content or network delivery. 
  • Strong personal organization, prioritization, time management and planning skills are required.
  • Participation in training programs for technical development related to equipment, software, workflow changes and or company policies and procedures. 

MINIMUM POSITION QUALIFICATIONS:

  • Two to four years of previous master control experience
  • High school diploma required; college degree preferred.
  • Proficiency in word processing and spreadsheet software programs; Word and Excel preferred
  • Ability to work nights, weekends, and holidays. Flexibility to alter shifts/days off to accommodate projects and departmental objectives.

  • Process network channel content via signal test & measurement for accuracy and adherence to technical specification, signal routing and file reception and delivery, multiple source primary and backup recording, and ensuring presence and or processing of accurate closed captions and metadata assignments.  
  • Responsible for adherence to programming protocols and reporting of ingest and shift activities, errors and discrepancies.

MINIMUM POSITION RESPONSIBILITIES:

  • Oversee daily engineering activities and technical operations to insure successful multi-channel network origination(s) and production efforts
  • Participate in developing engineering priorities, resource requirements, project scope, objectives, timelines/key-milestones and deliverables 
  • Oversee, participate in, and guide Engineering/Operations staff in efforts to rapidly assess, troubleshoot and correct technical problems and or employ viable and timely work-around(s) to facilitate operational objectives 
  • Plan and facilitate integrations, upgrades, modifications and or construction related to broadcast systems, software, technical equipment and physical plant
  • Plan and oversee scheduling, tracking, logging and timely completion of preventative and routine maintenance of broadcast equipment, technical systems, HVAC, Electrical, Fire, Security, Elevator and building equipment, fixtures and grounds
  • Interface and work directly with management, staff, clientele and vendors as necessary to facilitate system integrations, televised events, studio productions, on-going channel origination and content delivery
  • Provide regular technical and procedural reporting to management, clientele and staff   
  • Assist management to research and analyze information to identify specifications, costs, requirements, upgrades and improvements for on-going operations and maintenance
  • Assist management to develop and implement strategic and tactical planning for on-going broadcast operations, disaster recovery and business continuity
  • Assist management to develop long-range operational plans, project management plans, capital improvement plans, business support information and related studies
  • Develop budget support materials and information and participate in the annual budgeting process as required
  • Ensure compliance with all applicable standards, policies, rules, laws, agreements and contracts  
  • Ensure that system and plant schematic diagrams and documentation are accurate and up-to-date
  • Coordinate equipment and supplies purchase, construction, integration and maintenance activities with vendors
  • Prepare appropriate statistical and narrative reports and communications
  • Attend and participate in various meetings, conferences, seminars and activities as required
  • Serve as a technical resource to NOC and KSE organization
  • Provide tasking, supervision, technical and managerial support to staff
  • Oversee 24/7/365 Engineering staff scheduling
  • Participate in Engineering staff hiring, development, training, review and assessment 
  • Disseminate procedural, technical information, instructions and or policy to NOC staff through written and verbal communications
  • Plan and provide for training of NOC personnel on best practices related to technical operations, life-safety procedures and facility use

 

MINIMUM POSITION QUALIFICATIONS:

  • 10 years of comprehensive broadcast engineering experience
  • Bachelor’s degree in related field, or equivalent combination of education and experience
  • Technical qualification in engineering, electronics, broadcast or IT
  • Successful track record supervising technical staff
  • Experience in multi-channel origination environment
  • Experience with Earth Station/Uplink RF transmission systems
  • Experience in broadcast system and facility design, construction, integration, operation and maintenance
  • Experience managing costs and operating within budget
  • Experience with Streaming, VOD and OTT technologies and delivery preferred
  • Full cabling, install and Project Management experience preferred
  • AutoCAD or Visio drawing and documentation preferred
  • Self-motivated, positive attitude and excellent personal time management skills
  • Excellent verbal and written communication skills
  • Excellent and current working knowledge of terminology, tools, and processes of broadcast engineering
  • Excellent knowledge of broadcast production, origination, file delivery/transcoding/management, compression, transmission and related IT
  • Understanding of HDSDI, MPEG-2 and MPEG-4 compression architecture(s) and transport stream measurement and analysis
  • Understanding of IT networking and virtualization
  • Ability to demonstrate and maintain professional composure and to provide and apply critical thinking to problem resolution in a highly dynamic and high pressure work environment
  • Ability to work effectively with cross-functional teams and diverse technical skill levels, skill sets, priorities and schedules
  • Ability to regularly produce timely and effective reports, correspondence and communications to all levels of the organization and to clientele and vendors
